Ecuador Energy Emergency Deepens with 10-Hour Rolling Blackouts as Historic South American Drought Cripples Hydroelectric Reservoirs

QUITO — Ecuador’s national electric grid operator CENACE and the Ministry of Energy enacted emergency operational rationing measures across the Andean nation on Monday, expanding nationwide rolling blackouts up to ten consecutive hours per day as a relentless multi-month drought plunged water levels at the country's cornerstone hydroelectric reservoirs to unprecedented historical lows.

The acute electrical deficit stems from the catastrophic depletion of the Mazar and Amaluza reservoirs in the southern Azuay province, which power the Paute Integral complex—the critical hydroelectric cascade that ordinarily supplies over thirty-eight percent of Ecuador’s entire national electricity consumption. Field telemetry reported water levels hovering less than two meters above the minimum threshold required to operate massive turbine intakes safely without risking mechanical damage from sediment buildup.

Across major urban centers including Quito, Guayaquil, Cuenca, and Ambato, the extended power cuts disrupted commercial manufacturing, paralyzed small commercial retailers, and triggered severe municipal water supply shortages as pumping stations lost electrical connectivity. The Ecuadorian Business Committee (CEE) warned that state-mandated power suspensions to industrial parks risk causing hundreds of millions of dollars in economic damages and disrupting the domestic distribution of perishable food supplies.

President Daniel Noboa’s administration instituted round-the-clock emergency cabinet sessions, appointing Environment Minister Inés Manzano to oversee the unified energy portfolio. Manzano announced the emergency leasing of mobile floating thermoelectric barges and expedited regulatory permits for commercial enterprises installing private solar and generator backup systems to feed surplus power back into the national grid.

Meteorologists from the National Institute of Meteorology and Hydrology (INAMHI) affirmed that the severe dry spell is part of a broad regional climate anomaly affecting the entire Amazon Basin and tropical Andes, where delayed seasonal rainfall and elevated surface temperatures have dried up headwaters in Colombia, Peru, and Brazil as well.

Civic organizations and municipal utilities called for collective water and energy conservation, while civic protection forces mobilized to maintain traffic control and public safety across darkened metropolitan sectors throughout the emergency schedule.
