SÃO PAULO: The Inter-American Digital University Alliance—a groundbreaking higher education consortium linking twelve premier research universities across Mexico, Brazil, Colombia, Chile, Argentina, and Peru—announced the formal expansion of its multilateral graduate fellowship program, funding 2,500 full scholarships for master's and doctoral candidates in high-performance computing, clean energy engineering, and biotechnology.

Convening at the main campus of the University of São Paulo (USP), university rectors, academic deans, and national science council directors ratified the "São Paulo Educational Accord," establishing full academic credit reciprocity, shared supercomputing access, and joint dual-degree diploma accreditation across partner institutions.

The program represents the most ambitious regional academic mobility initiative in Latin American history, designed to cultivate world-class domestic scientific talent, eliminate institutional research silos, and curb the historic migration of top researchers to North America and Europe.

Federated Supercomputing and Cross-Border Laboratories

Under the terms of the agreement, graduate researchers will enjoy unrestricted remote access to high-performance computing clusters at UNAM (Mexico), USP (Brazil), and Universidad de Chile, enabling complex simulations in climate modeling, molecular bioinformatics, and renewable energy grid integration.

The program also creates twenty specialized joint laboratory hubs across partner campuses, allowing doctoral students to complete research rotations and clinical trials in diverse ecological microclimates.

"Latin America’s future depends on empowering our youth with the highest caliber scientific tools and cross-border research networks," emphasized USP Rector Carlos Gilberto Carlotti Jr. during the plenary address.

Strategic Pillars of the University Fellowship Program

The multilateral academic initiative encompasses four core operational components:

  • Full Graduate Fellowships: Comprehensive tuition waivers, living stipends, and research project funding for 2,500 graduate scholars through 2030.
  • Joint Degree Accreditation: Enabling candidates to graduate with co-validated master's and PhD diplomas recognized across all participating South American and North American jurisdictions.
  • Open Scientific Data Repository: Establishing a decentralized open-access repository for regional academic research papers, clinical trial data, and ecological models.
  • Industry Innovation Incubators: Connecting doctoral research teams with regional technology startups and clean energy enterprises to commercialize university patents.

Application Deadlines and International Eligibility

The alliance announced that international online fellowship applications will open on November 1, with inaugural cohorts commencing cross-border academic terms for the Spring 2027 academic session.
