Inter-American University Alliance Launches 10,000 STEM Fellowships and Open Cross-Border Scientific Degree Accords

SANTIAGO — Rectors, academic deans, and research foundation leaders representing forty of Latin America’s foremost public and private universities concluded a historic higher education convention at the University of Chile in Santiago on Sunday evening, signing the "Treaty of Santiago on Academic Sovereignty and Regional STEM Integration."

The transformative academic pact establishes the continent’s largest unified scholarship and scientific mobility framework, inaugurating 10,000 fully funded graduate and doctoral research fellowships dedicated to emerging strategic industries, including green hydrogen production, critical mineral metallurgy, advanced robotics, and bio-agriculture.

Under the ratified protocol, member institutions—including the National Autonomous University of Mexico (UNAM), the University of São Paulo (USP), the University of Buenos Aires (UBA), and the Pontifical Catholic University of Chile—will automatically recognize coursework credits and research modules, enabling STEM students to complete multi-campus degree programs across different countries without facing bureaucratic revalidation hurdles.

The compact also pools regional laboratory infrastructure and shared scientific equipment, allowing doctoral researchers in engineering, climate physics, and computational biology to access state-of-the-art cleanrooms, clean energy pilot facilities, and supercomputing centers located across the continent.

University leaders emphasized that the initiative will stem the historic "brain drain" of exceptional Latin American scientific talent to Europe and North America, creating vibrant domestic research ecosystems that directly fuel regional economic innovation and technological independence.

The scholarship application portal is scheduled to open across all participating university faculties in early November, opening an inspiring new era of cross-border educational empowerment for the continent’s brightest young scholars.
