QUITO: U.S. Secretary of State Marco Rubio has announced a substantial $45 million security assistance package and the transfer of specialized naval patrol vessels to Ecuador, solidifying a strategic defense partnership with President Daniel Noboa during the second leg of his South American diplomatic tour.

Meeting at the historic Carondelet Palace in Quito, the two leaders held extensive bilateral discussions centered on dismantling transnational drug trafficking networks, securing Pacific maritime routes, and modernizing Ecuador’s armed forces and police infrastructure.

The visit marks a major escalation in Washington’s security engagement with Ecuador, which has become a pivotal battleground in international counter-narcotics efforts and a key transit corridor for cocaine moving from the Andes to North American and European consumer markets.

$45 Million Defense Funding and Naval Patrol Vessels

The newly unveiled $45 million assistance package provides direct funding for advanced communications technology, intelligence hardware, non-lethal tactical gear, and comprehensive training programs for Ecuadorian elite security units.

A cornerstone of the agreement is the donation of multi-mission naval patrol vessels to the Ecuadorian Navy. The ships are slated to be deployed along the Pacific coastline and around the Galápagos maritime reserve to interdict high-speed smuggling boats, semi-submersible vessels, and illicit maritime supply chains.

Secretary Rubio praised President Noboa’s firm security posture, characterizing Ecuador as an indispensable regional ally in safeguarding hemispheric stability and democratic governance.

U.S. Designates Ecuadorian Gangs as Terrorist Organizations

In a landmark policy shift, Secretary Rubio confirmed that the United States is formally designating two of Ecuador’s most prominent criminal syndicates—Los Choneros and Los Lobos—as Foreign Terrorist Organizations (FTOs) and Specially Designated Global Terrorists.

The designation unlocks expanded legal authorities for U.S. and Ecuadorian law enforcement, enabling:

Strengthening the "Americas Shield" Defense Coalition

The summit in Quito follows Secretary Rubio’s stop in Colombia and precedes his arrival in Lima, Peru, where talks will focus on expanding the "Americas Shield"—a Washington-backed multilateral security pact designed to harmonize regional naval interdictions and intelligence sharing.

President Noboa affirmed Ecuador’s full integration into the Americas Shield framework, noting that cross-border organized crime cannot be defeated in isolation.
